An EICR is not a quick glance at a fuse board followed by a tick in a box. It is a structured assessment of an electrical installation’s condition, designed to find faults that could lead to electric shock, fire or unreliable operation. Understanding how EICR inspections work helps homeowners, landlords, businesses and developers plan the visit properly and act on the findings with confidence.
For a property owner, the real value is clarity. You learn whether the wiring, protective devices and connected circuits are safe for continued use, where work is needed and how urgently it should be done.
What is an EICR?
EICR stands for Electrical Installation Condition Report. It records the results of an inspection and testing process carried out on the fixed electrical installation. That generally includes the consumer unit or distribution board, wiring, sockets, switches, lighting circuits, earthing and bonding arrangements, and fixed equipment such as electric showers or hard-wired heating controls.
It does not usually cover the condition of movable appliances such as kettles, computers and extension leads. Those are assessed separately through Portable Appliance Testing, commonly called PAT testing. Nor is an EICR a guarantee that every electrical item will work perfectly after the inspection. It is a safety report based on the installation and the areas that can reasonably be accessed and tested on the day.
The report is particularly relevant where a building has changed hands, is being let, has been extended or rewired, or is having higher-demand equipment fitted. An EV charger, battery storage system, heat pump or solar PV installation can all alter how electricity is used and distributed around a property. That does not mean the existing installation is automatically unsafe, but it does mean its capacity and protective measures should be properly considered.
How EICR inspections work from arrival to report
A competent electrician begins by discussing the property and its electrical history. Previous certificates, details of alterations, known faults and the location of consumer units all help define the scope. In a commercial building, this may also include agreeing access arrangements, identifying critical equipment and deciding whether circuits can be isolated during working hours.
The inspection itself has two parts: visual checks and electrical testing. The visual side looks for signs that the installation has deteriorated, been damaged or been altered poorly. Examples include cracked accessories, exposed cables, unsuitable consumer units, missing blanks, inadequate labelling, poor earthing or signs of overheating.
Testing then measures whether safety devices and circuits perform as they should. Depending on the installation, this can include continuity testing, insulation resistance, polarity, earth fault loop impedance and checks on residual current devices, often known as RCDs. These tests help the electrician confirm that a fault would be detected and disconnected quickly enough to reduce danger.
Some testing requires individual circuits to be switched off. That can mean a temporary loss of power, so it is sensible to plan around freezers, alarms, IT equipment, medical equipment and business-critical machinery. A good contractor will explain likely disruption before starting, but the exact duration depends on the size, age and accessibility of the installation.
What an electrician is looking for
Electrical installations age differently. A well-installed system that has been looked after can remain in good condition for many years, while an installation that has been repeatedly altered may need attention sooner. The EICR looks at the condition of the whole system rather than judging it solely by its age.
Common issues include worn or damaged accessories, circuits without suitable RCD protection, loose connections, outdated protective devices, inadequate bonding to gas and water services, overloaded circuits and DIY alterations that do not meet current requirements. Older installations are not automatically condemned simply because they do not match every detail of the latest regulations. The key question is whether they are safe for continued service.
In rented homes, attention often falls on the consumer unit, sockets, lighting and the condition of any additions made between tenancies. In workplaces, the challenge can be more complex: distribution equipment, three-phase supplies, emergency systems, plant rooms and areas with public access may all require careful consideration. For developers, an EICR can be useful when assessing an existing building before conversion or major refurbishment, especially where new loads will be added.
Understanding EICR observation codes
Each observation on an EICR is assigned a code to show its safety significance. The report will normally use C1, C2, C3 or FI.
A C1 observation means danger is present and immediate action is required. If it is safe and agreed, the electrician may make the situation safe during the visit, such as isolating a dangerous circuit.
A C2 observation identifies a potentially dangerous condition. It may not pose immediate danger in normal use, but it needs remedial work without undue delay.
FI means further investigation is required. The electrician has found something that cannot be fully assessed at that time and needs more work to establish whether a fault exists. This should not be ignored or treated as a minor advisory note.
A C3 observation is an improvement recommendation. It does not, by itself, make the report unsatisfactory, but it may be worth addressing when planning upgrades. For example, bringing an older but safe feature closer to current standards can be sensible when other electrical work is already underway.
An EICR is normally recorded as satisfactory or unsatisfactory. A report containing C1, C2 or FI observations will be unsatisfactory until the necessary remedial work or investigation has been completed. Once repairs are finished, ask for clear confirmation of the work carried out and any appropriate certification. The original report remains an accurate record of what was found on the inspection date; it is not rewritten to remove history.
How often should an EICR be carried out?
There is no single interval that suits every building. The recommended frequency depends on the type of property, how it is used, its condition and the environment. Owner-occupied homes are commonly advised to have periodic inspection at least every ten years, while rented domestic properties are generally inspected at least every five years or at a change of tenancy where required or appropriate.
In England, private landlords must ensure that the electrical installation is inspected and tested at intervals of no more than five years by a qualified and competent person, with a report provided to tenants and supplied to the local authority when requested. Requirements and guidance can differ across the UK, so landlords should check the rules that apply where their property is located.
Commercial premises may need more frequent checks. A busy workshop, kitchen, school, rental unit or property exposed to moisture, heat, vibration or heavy use will often warrant a shorter interval than a quiet office. The electrician can recommend the next inspection date based on what they find, but that recommendation should sit alongside your wider maintenance and compliance responsibilities.
You should also consider an EICR after flood damage, fire damage, suspected overheating, a serious electrical incident or substantial alteration work. If lights flicker, circuit breakers trip repeatedly, sockets feel warm or there is a burning smell, do not wait for a routine inspection – arrange prompt investigation.
Preparing your property for an EICR
A little preparation makes the visit more efficient and gives the electrician the best chance of inspecting the installation properly. Make consumer units, meters and main switches accessible, and move furniture only where it blocks electrical accessories that need checking. In commercial premises, arrange access to locked rooms, risers, plant areas and tenant spaces in advance.
Let occupants know that power may be interrupted. Save computer work, shut down sensitive equipment correctly and identify any equipment that must remain live. If a circuit cannot be isolated, the electrician may need to record a limitation, return at another time or adjust the scope. That is not a shortcut – it is an honest record of what could and could not be tested safely.
Keep previous electrical certificates available where possible. They can help identify circuit schedules, previous alterations and outstanding recommendations, although a missing certificate should never be a reason to delay a needed inspection.
Choosing the right contractor
An EICR should be completed by an electrician with the competence, test equipment and experience to assess the type of installation involved. For landlords and businesses, that also means receiving a clear report that is properly completed, legible and useful when managing repairs or demonstrating compliance.
Price matters, but an unusually cheap inspection can create problems if it allows too little time for meaningful testing. The size of the installation, number of circuits, access restrictions, out-of-hours working and whether the property is occupied all affect the cost and duration. Ask what is included, whether limitations will be recorded and how any remedial work will be quoted.
